Proposed new government program: “Cash for Caulkers”?
The New York Times this week carried two articles by David Leonhardt describing a couple of home weatherization programs the Obama administration is examining closely. 
Considered to be a twist on the Cash for Clunkers program from earlier this year, the unofficially titled “Cash for Caulkers” proposes giving money to homeowners for weatherization projects.
Former President Bill Clinton and venture capitalist John Doerr have each approached the White House with their individual proposals. Reuters reports that the program might be called Homestar, playing off the name Energy Star, the Environmental Protection Agency’s widely recognized energy efficiency program.
